Mr. Hubert K Foy is a multidisciplinary nuclear nonproliferation and arms control expert who is currently theFounding Director of African Centre for Science and International Security, an African-wide nuclear non-proliferation organization in Accra, Ghana since 2013.
In 2012, he was a Managing Director at McFoys International Business Company, a California-based nuclear nonproliferation research consultancy company. Before his time at McFoys International, Mr. Foy was a Visiting Research Scientist in the technical nuclear nonproliferation and arms control group at the University of Oslo’s Centre for Accelerator-based Research and Energy Physics in 2010.
He was research assistant at the James Martin Center for Nonproliferation Studies at the Monterey Institute of International Studies, California from 2009–2010, from where he carried research at the South African Institute for Security Studies in Pretoria.
In 2008, Mr. Foy was a Government Visiting Scholar to the NASA Goddard’s Space Flight’s Planetary System Laboratory, Greenbelt, Maryland. From 2001 to 2006, he taught Physics to college students at the Cameroon’s Catholic Education Agency’s Sacred Heart College, Douala.
During this period, he also served as subject Examiner of the National General Certificate of Education Examination Board.
Mr. Foy publishes widely on aspects of arms control, disarmament, and space security issues and is frequently invited to speak at international conferences. He has written for the Space Safety Magazine.
A Cameroonian nuclear nonproliferation specialist and space scientist, Mr. Foy holds a BSc in Physics and Computer Science from the University of Buea, MSc in Space Studies from the International Space University in Strasbourg, France, andMA in International Policy Studies from the Monterey Institute of International Studies in California. He also holds specialized certificates in Security Problems in Eurasia from the California-based Naval Postgraduate School in Monterey, Nuclear Physics and Technology from the University of Oslo, Radiation Dosimetry from University of Tromso, and IT-Cyber Security from University of Brandenburg. He is married and has one daughter and one son.
